At Community Trust Foundation, our strength lies in the incredible people who choose to share their time, expertise, and heart with us. Today, I want to take a moment to recognize three extraordinary leaders: Stacey Boggs, Margaret Miltenberger, and Ray Morriss, whose terms on our Board of Trustees have come to a close. Though their time in these roles has ended, their legacy is woven into the very fabric of our organization.
Stacey Boggs
Stacey has been a quiet powerhouse on our Grant Committee, always bringing clarity, precision, and that brilliant mathematical mind of hers—no surprise, given her years as a professor at ACM. Her connection to CTF runs deep: her father-in-law received our Humanitarian Award posthumously in 2012, and his legacy continues through the Dr. Harry & Mrs. Flo Boggs Study Abroad Scholarship Fund. Stacey and her husband have also created the Student Exchange/ International Study Scholarship Fund. Now retired, she’s embracing a new chapter filled with grandbabies and well-earned time with family. Stacey, thank you for your thoughtful service and steady insight.
Margaret Miltenberger
Margaret is a force of nature—an absolute rockstar in community leadership. As WVU Extension’s 4-H and Family Agent in Mineral County, she’s led the longest-running Energy Express program in the state. Her impact at CTF has been just as powerful: from shaping our Grant Committee to launching the Grantee Relationships Committee, she built a system that ensures accountability and celebrates impact. Under her fearless leadership, the Mineral County Fund grew tenfold—from $20K to $200K. Margaret, your energy, vision, and commitment have been nothing short of transformational.
Ray Morriss
Ray brought charisma, leadership, and a whole lot of charm to our board. While serving with us, he ran for—and won—the office of Mayor of Cumberland. He’s held roles as Treasurer and Chair of the Allegany County Advisory Council, and he’s never met a photo op he didn’t like. Ray and his wife Brenda created the Ray & Brenda Morriss Community Fund, supporting causes close to their hearts like animal welfare, the arts, and workforce development. Ray, your generosity and enthusiasm have helped shape both CTF and the broader community.
To Stacey, Margaret, and Ray: thank you for nine years of remarkable service. You’ve challenged us to think bigger, inspired us to lead with compassion, and strengthened our connection to the communities we serve. Your impact will be felt for generations, and CTF is forever grateful to have had you as part of our family.
With deepest appreciation,
Leah Shaffer
