This includes for example; programs that build community pride and participation through events and cultural activities, programs that help meet basic needs and services for all segments of the community including children, families and the elderly, and programs that provide recreational opportunities


CTF Operations Endowment Fund

This fund provides the resources to support the Community Trust Foundation’s daily operations, build public awareness of CTF and increase its asset base.  

A gift to CTF’s Operations Endowment Fund facilitates philanthropy in the region by fostering organizational sustainability.

All of CTF’s administrative expenses are approved by the Board of Trustees.  We are committed to minimizing overhead expenses through in-kind donations, the use of volunteer staff, and close budgetary oversight by the Board.

Developing Vibrant Communities Fund

This fund supports organizations and community groups which offer programs that enhance the quality of life within our communities. The fund promotes and supports:

  • Programs that build community pride through events and cultural activities;
  • Programs that enhance the livability of the community by improving physical and human infrastructure;
  • Programs that improve and enhance public areas, including access to public buildings and other facilities;
  • Programs that improve and enhance social discourse and community service;
  • Programs that help to meet basic needs and services for all segments of the community, including children, families and the elderly;
  • Economic, social and cultural programs that help to create a more vibrant community, such as “Main Street” and “Visioning” programs;
  • Programs and facilities that provide recreational opportunities such as parks, playgrounds and recreational centers and provides support for coaches and teams;
  • Programs that help to provide leadership and professional development within the community;
  • Programs that promote diversity and an understanding of the world within the members of the community by support for such activities as international youth exchange, scouting, 4H and similar programs;
  • Activities and programs that foster a vibrant and diverse business community;
  • Matching funds for state, federal and private grants within the above criteria.

This fund does not normally support endowment funds.  Grants will not be made to support or oppose legislation, nor to support or oppose political candidates or parties.

Friends of the Washington Street Library Fund

The purpose of this Fund shall be to provide financial support for the Washington Street Library, a branch of the Allegany County Public Library System. The fund will support programming activities or needs that are outside the normal operations of the Washington Street Library branch and decided upon by the Friends of the Washington Street Library (FOWSL) committee.

God's Ark of Safety Fund

Established by a church member, the purpose of this Fund shall be to provide financial support for God’s Ark of Safety Church in Frostburg, Maryland.  Funds will be used to meet the church’s mission through various means such as: providing for missions and other outreach programs within and outside the United States; providing benevolence to those in need; raising up future leaders through various children and youth programs; providing training for all aspects of leadership in the Body of Christ; while continuing to maintain the God’s Ark of Safety Church.

The Arts & Historic Preservation

These funds help build a stronger creative community through the arts and historical preservation. They support the performing arts through art programs such as; acting, painting, drawing, reading, writing, music, dancing, storytelling, ceramics, etc. and educational opportunities that encourage lifelong learning and participation in the literary, visual, theatrical, musical and performing arts in the region.

These Funds also support programs and institutions that preserve the rich cultural heritage of the area including; museums, historic preservation societies, historic properties, community heritage and special districts. Funds also allow for the acquisition of artifacts, art, furniture and other collections.

Garrett County Community School Support Fund

This fund will provide financial support for charitable initiatives benefiting Garrett County Education within the following terms:

  • Any teacher within the Garrett County Public School system can apply for funds.  Teachers who volunteer for sponsored events, and which generate funds, shall be given priority should more than one request be received.
  • Classroom needs are to be given top priority.
  • Extracurricular activities, such as school-related field trips, sports, bands or clubs, may also request funds.
  • Funds may be requested in accordance with the grant cycles adopted by the Board of Trustees of CTF.
  • Public school teachers may underwrite submissions for funds requested for use to support home-school students in Garrett County.

Ken Alrutz and Bob Moreland Memorial Scouts BSA Scholarship Fund

Ken Alrutz, Mr. A, Our Fearless Leader, the Master, was Explorer Post 10’s compass from 1962 until being transferred by PPG in 1970.  He was our inspiration, our mentor. Bob Moreland, Mr. Moreland or Bloody Bob, served as the lieutenant, guiding the Post 10 ship from its founding in 1958 until it met its end in 1982.  He sang, he prayed, he laughed. With the leadership, tutelage and mentoring of these two giants, our crew of Explorers became men.  We learned ethics and values.  We learned perseverance and humility.  We learned faithfulness and reverence. We learned how to lead and how to follow.  We became lawyers, educators, actors and engineers.  We  became business owners and community and civic leaders.  And we became husbands and fathers. I firmly believe that much of our collective success may be attributed to those lessons we learned from our fearless leaders:  Ken Alrutz and Bob Moreland.  They changed our lives. It is with this in mind that we created a scholarship in their name that will, in perpetuity, send scouts from the Potomac District to camp, whether it’s a local summer camp, a BSA High Adventure Camp or the National Jamboree.  Mr. A and Mr. Moreland’s memory and leadership lessons will live on…forever.

Youth Development Fund

The fund provides financial support for youth development initiatives that improve the quality of life for youth in CTF’s geographic service area. Emphasis is on building the competencies needed to become successful adults by meeting the youth’s physical, developmental, and social needs. Initiatives may include, but are not limited to, community service projects, mentoring, after-school programming, youth clubs, and scouting.

SCHOLARSHIPS

Community Trust Foundation administers a variety of scholarships that have been established by generous individuals to assist students with their educational pursuits. Whether honoring loved ones or providing for a specific field of study, each scholarship expresses a deep belief in the power of education to help young people achieve their dreams.

Award Announcement and Payment
Students who wish to apply for one of the listed scholarships should contact their high school guidance office.
Students will be notified of their award by their respective school.  If you are awarded a scholarship, you will be provided instructions via mail to sign a scholarship agreement and provide verification of college enrollment. Once we receive the required signatures and documentation, we schedule payment directly to the school of your choice.

Alexi Don Fratz-Orr Memorial Nursing Scholarship

Be A Light Payton Grady Memorial Scholarship

Created in loving memory of Payton Lynn Grady, a Frankfort student who lost her life tragically in a UTV accident March 2020.  The purpose of this Fund shall be to provide financial support to a Frankfort High School graduate, one (1) male or female per year, that meet the specified criteria: must have a minimum unweighted GPA of 3.5, be accepted into a 2 or 4-year college program in the healthcare field, and exhibit qualities such as were exemplified by Payton.  Applicants will be required to submit an essay related to ATV/UTV safety. Bertram A. Thiel Mathematics and Natural Sciences Scholarship

The purpose of this Fund shall be to provide meaningful financial support for students graduating from a high school in Allegany or Garrett County with a 3.5 GPA or better and pursuing an education in the areas of physics or mathematics at an accredited college or university other than Frostburg State University.  Scholarships shall be awarded to students recommended by the Selection Committee and approved by CTF Board. One scholarship may be awarded every 4 years in the amount of $8,000 (to be paid out yearly in the amount of $2,000) to one (1) male or female graduate from Allegany or Garrett County.

Dick Ryan Scholarship Fund

Scholarships shall be awarded to students in pursuit of an undergraduate degree from an accredited college or university.

Mr. Dick Ryan grew up in the George’s Creek area and attended Johns Hopkins University on scholarship.  As a successful businessman, Mr. Ryan established this fund to provide scholarships to deserving students graduating from Mountain Ridge High School in Frostburg that are pursuing courses of study leading to an undergraduate degree in engineering, basic sciences or mathematics from and accredited college or university. Dr. Harry & Mrs. Flo Boggs Study Abroad Scholarship Fund

The purpose of this Fund shall be to provide financial support for high school, college, or university students up to 25 years of age who are participating in an academic study abroad program or school-sponsored travel to a foreign country. The scholarship is intended to support academic study, school-sponsored travel, or research in a foreign country. The scholarship is limited to current students in Mineral County, students who have graduated from a Mineral County high school or are current legal residents of Mineral County, West Virginia.



Enordo Arnone Endowed Scholarship Fund

The purpose of this Fund shall be to provide financial support for scholarships benefiting Mountain Ridge High School Seniors meeting the qualifications described below.Qualifications:

  1. Current year graduate of Mountain Ridge High School (MRHS), Frostburg, MD
  2. Must attend a 4-year institution
  3. Must play a sport and present either a copy of a signed letter of intent to a college or a letter from the coach stating that you are on the team
  4. Must have a 3.0 high school GPA or higher
  5. May not have been granted a full scholarship to college for athletics or academics

This scholarship will be given in memory of Enordo “Moose” Arnone. The amount will be $1,000 and will be renewable for four years if all criteria are met.

  1. The student must continue to play/be on a collegiate sports team and be in good standing. Note: if the student is injured and cannot play, he or she may keep the scholarship. The committee is to be advised of the status.
  2. The student must maintain a 3.0 cumulative GPA while in college.

Fort Hill Scholarship Fund

The Fort Hill Scholarship Fund (FHSF) support various scholarships for Fort Hill High School Seniors pursuing higher education. The Frank H. Eberly, Jr. Scholarship Fund was established by the family of the late Mr. Eberly. John R. Shelton Scholarship Fund

The purpose of this Fund is to provide two (2) one-time scholarships to deserving students, 1 male and 1 female, graduating from Keyser High School in Keyser, West Virginia. Each recipient must be of good moral character, possess the necessary grades for college entrance, and be a participant in, or have a bona fide intention to participate in, an inter-collegiate sport at the college or university he or she attends or intends to attend. Northern High School Athletes Scholarship Fund

The purpose of the Northern High School Athletes Scholarship Fund is to provide one $1,000 scholarship per year to a deserving male or female athlete graduating from Northern High School in Accident Maryland. The recipient must participate in football, baseball, or softball for a minimum of 2 years with a 90% or better attendance record, have a  G.P.A. of 3.0+, and be accepted to a post-secondary educational or training/vocational institution. Saiquan Jenkins Memorial Scholarship Fund

The purpose of the Saiquan Jenkins Memorial Scholarship Fund is to provide scholarships to deserving football players graduating from Fort Hill High School in Cumberland, Maryland. Scholarship recipients must be members of the FHHS football team for a minimum of two years, have a G.P.A. of 3.0+, and plan to enroll in a 2 or 4-year college program or trade/technical school. Recipients must exhibit qualities of: kindness, courage, and hard work. One recurring scholarship may be awarded each year for $1,250 per year for four years.



Student Exchange/ International Study Scholarship Fund

The purpose of this Fund shall be to provide financial support for high school, college, or university students up to 25 years of age in CTF’s service area who are participating in longer-term academic study or research abroad.  Longer term refers to a minimum of one academic year for high school students and one semester, or equivalent, for college students.  The scholarship is available to current high school students in Allegany, Garrett, and Mineral County; students who have graduated from an Allegany, Garrett, or Mineral County high school; or are currently legal residents of Allegany, Garrett, or Mineral County. The purpose of this Fund shall be to provide financial support for charitable initiatives benefiting organizations in CTF’s geographic service area that promote youth activity and healthy living through sports. What is the Community Trust Foundation?

Established in 2006, the Community Trust Foundation, Inc. (CTF), is a 501(c)(3) charitable organization serving Allegany, Garrett and Mineral Counties.  The mission of CTF is to strengthen the region by working in partnership with donors and community groups.  We are not the cause; we are the causeway to growing better, stronger, more vital communities.  We provide administrative services and stewardship to help communities in our region maximize charitable giving and investing.

How does a community foundation differ from other non-profit organizations?

Most non-profit organizations serve a very specific mission.  Conversely, community foundations have a broad vision – to improve the quality of life in a given region.
As a philanthropic leader, the vision of CTF is to grow better, stronger and more vital communities for the region we serve.

We understand the needs of our community and make it easy for our local citizens to establish funds that will serve organizations and programs important to them.
The breadth of our mission provides many unique opportunities for donors to make a difference in the community in which they live –  for good, for ever.

How is the Community Trust Foundation funded?

We cover our administrative expenses by charging a small annual fee to each fund.  Our major source for funds comes from local citizens of varying means, who donate their assets to help improve the quality of life in their region.  Many contribute cash, securities, insurance and real property as outright gifts or they give through their personal will or by using planned giving, such as a charitable remainder trust.

What types of Charitable Funds are available?

Donor Advised Fund- we help you create a fund for your specific charitable intent and you reserve the right to recommend grants.  Although federal tax law requires the Foundation to make the ultimate decisions, we will always try to follow your wishes.

Field-of-Interest – we help you create a fund in which you specify your general area of community needs.  Then, CTF awards the grants to address your area of concern such as the arts, education, health-care, youth, animal welfare, environment and historical preservation.
 
Restricted Fund-you designate one or more existing charities to be supported and we will issue grants to those respective charities, subject to our board’s variance power, which ensures that the fund remains relevant over time.
 
Unrestricted funds –we help you establish a fund and CTF awards grants in response to community needs, forever.

Scholarship Fund –you specify the criteria for the scholarship and may participate on the scholarship selection committee.
 
Seedling Fund- you may start a seedling fund with $5,000 with the intention to increase the fund to a $10,000 minimum within two years of creating the fund.

Smaller donations are always appreciated and can be used to supplement any existing fund

What types of donations does CTF accept?

Cash gifts are the swiftest and easiest form of contribution.

Appreciated securities may frequently be more advantageous than making a direct cash gift.  Contributing appreciated stock or mutual fund shares allows the donor to avoid capital gains tax on the appreciation and usually allows the donor to deduct the full fair market value of the stock for income tax purposes.  For life income gifts, giving appreciated stock means the donor may give an asset with little or no yield in exchange for annual income.  Closely held stock may also be given to the Foundation.

Real estate gifts provide tax savings similar to gifts of appreciated securities.  Donors may also benefit by making a gift of a future interest in real estate while retaining a life interest in the property.  Real estate gifts must be readily marketable and free of environmental concerns.

Life insurance policy ownership may be assigned to the Foundation.  By naming it as an irrevocable beneficiary gives the donor an immediate tax deduction for the present cash value of the policy, while at the same time making a considerable contribution.  If the donor continues paying the annual premiums, these too, may be tax-deductible.

Planned gifts are welcomed.  A Charitable Remainder Trust gives a lifetime income to the donor while also providing a future gift of the trust to the Foundation.  In addition to cash, securities and real estate, personal property (i.e., artwork, vehicles, or collectibles) that could be sold to produce income, may also be used to make a gift or establish a planned gift, such as a charitable remainder or charitable lead trust.

A bequest to the Foundation through a will is not subject to estate taxes.  Adding a codicil to your will naming the Foundation, describing your gift and designating how you want the Foundation to use the gift, will create a permanent legacy for your community in your family name.   Some donors also have substantial retirement plan assets, (401 (k), IRA, or Keogh plans) in their estates.  From a tax standpoint, these assets are often the most advantageous to donate via a bequest or charitable trust as they may be heavily taxed as part of the estate and as income to beneficiaries.  The Foundation can be named as the plan beneficiary to avoid these taxes.  When making any type of planned gift, be certain to consult your financial advisor to structure your will and review your retirement plan accounts to insure the best use these assets.

A Private foundation may be transferred into the Community Trust Foundation, keeping your foundation’s name and board intact by creating a donor-advised fund.  By transferring all or part of the assets of the private foundation to the component fund of the Foundation, you avoid the considerable paperwork, administrative duties, restrictions and taxes imposed upon private foundations.  Establishing your fund as a donor-advised fund allows you to keep an advisory role in grant making from the fund.

How do I set up a fund?

  • Starting your own charitable fund is easy.  First, you determine the type of fund that best suits your charitable vision.  Then, we provide the administrative support and financial management services for your philanthropic fund.
  • With gifts of $10,000 or more, we can help you create a new fund. You define your charitable intention, name your fund and establish the criteria for awarding grants.
  • With gifts of less than $10,000, you may contribute to an existing fund or join with others to create a new fund to support a community need.

What is the difference between an Endowed and a Non-Endowed fund?

You may choose whether your fund will be Endowed or Non-Endowed.

In an Endowed fund, your contributions are invested with the intent to protect your original donation over time and to use only a portion of your investment earnings to support your charitable purpose.

In a Non-Endowed fund, your contributions are invested and both a portion of your contribution and the investment earnings support your charitable purpose.

How much does it cost to start up a fund?

There is no cost for starting a fund.  Our annual fee structure depends upon the type of fund.  There is a $250 minimum charge annually and the administrative fee depends upon the type and size of the fund, ranging between .50% – 1.50%.  For more information, please contact our office.

Who manages the CTF funds?

The Community Trust Foundation funds are managed by professional investment managers who adhere to an investment policy established and approved by the Board of Trustees.  The CTF Audit & Investment Committee requires that all investment managers submit a written report of investment performance every calendar quarter.  Together, with input from the Board, the portfolio holdings are reviewed semiannually.
