Pamela Twigg
Executive Director

Pamela leads the strategic direction and daily operations of the Community Trust Foundation, partnering with the Board of Trustees to advance community-driven investment and long-term philanthropic impact. Having lived and worked internationally for more than 20 years in global business and leadership roles, she brings a broad cross-cultural perspective and a collaborative, people-centered approach to strengthening partnerships and helping donors bring their philanthropic goals to life.

Pamela holds a Master of Arts in History from the University of Amsterdam and a Bachelor of Arts in Modern Languages from Clarion University of Pennsylvania and is a Professional Certified Coach (PCC) through the International Coaching Federation. She is passionate about building vibrant communities through connection, vision, and shared purpose.

Pamela resides in Western Maryland with her husband, author Russell Shorto, and the youngest of their combined family of six children. She is proud to serve and invest in the region she calls home.
