The Community Trust Foundation (CTF) is proud to announce Pamela Twigg as its incoming Executive Director, effective January 1, 2026. A native of Allegany County, Twigg brings over 20 years of international leadership experience in stakeholder engagement, strategic growth, and nonprofit development.
“I was born and raised in Cumberland, then spent two decades in Europe before returning 12 years ago,” said Twigg. “Since then, I’ve been deeply involved with local nonprofit and cultural organizations. I’m thrilled to apply my global experience here at home and honored to follow Leah’s incredible legacy of growth and trust. Thanks to her leadership, I’m stepping in at a time when the organization is very strong. I look forward to working with the board and our whole community as CTF starts this new chapter.”
Twigg’s career spans executive coaching, capacity building, and senior roles in multinational organizations. Her collaborative approach and mission-driven leadership align closely with CTF’s values and regional focus.
She will begin working immediately alongside current Executive Director Leah Shaffer to ensure a smooth handoff. Under Shaffer’s eight-year tenure, CTF has quadrupled its assets and granting capacity, expanded donor engagement, and deepened its impact across Allegany, Garrett, and Mineral counties.
